Tenjokai (Heaven Above Society) is an organized crime federation in ULTIMATE operating across the Japanese and Chinese sectors of Neo Jerusalem, formed during the post-Breach collapse of regional authority. Within this yakuza are members who managed to fuse with Shades, spirits of the demon world born from humanity’s unconscious thoughts and emotions. Their purpose is to organize conflict into structured clan disputes, preventing uncontrolled street collapse wars and enforcing internal rules of engagement to manage the emergence of Shades.
– Origin –
The roots of the Tenjokai trace back to the Breach Incident, when Japan and China fractured into smaller autonomous states competing for territory and influence. As infrastructure collapsed across key regions, each state attempted to consolidate power and unify Asia under its control. Law enforcement and military authority became inconsistent and locally fragmented. Amid this instability, organized crime networks became de facto governing bodies. The figure responsible for steering this chaotic era into a structured order is the Patriarch, who concluded that humanity could never exist without conflict. Believing war and violence to be inevitable, he created a system where bloodshed could be directed, controlled, and ritualized. His vision transformed endless street wars into clan disputes governed by rules, ensuring that destruction remained profitable, predictable, and contained.
Granting the members powers in the form of mythological beasts tattooed on their backs. These tattoos bind the Shade to the nervous system, with the more it spreads causing a deeper fusion. A full-body tattoo can cause the Shade to nearly possess the user, with removing it being a symbol of death, and damaging it destabilizing the user. Manifesting the Shade through the power of Kishin (鬼心, “Demon Heart”), a supernatural force generated by a person’s fighting spirit, ambition, and emotional intensity. Kishin surges during combat and grows stronger alongside escalating adrenaline, allowing users to partially or fully manifest their bonded Shade. Those with exceptional Kishin can temporarily impose their will upon reality, while those consumed by it risk surrendering control to the Shade itself.

Tenjokai operates as a federation of multiple clans under a unified umbrella system, composed of family branches led by patriarchs, a lieutenant council for coordination and strategy, and a central Chairman as the highest authority. The Patriarch is referred to as “Kōshu” (航主) — Master of Voyages, reflecting their raider identity and overseas extraction operations. The clan relies on extremist warfare tactics, utilizing experimental bio-weapons supplied through a covert alliance with Legion Realm. Their combat doctrine combines bio-warfare with highway raiding, bomb tactics, stealth operatives reminiscent of ninjas, and siege-based assault machinery. They also engage in systematic theft of enemy weaponry to escalate their arsenal, alongside the use of contracted assassins to eliminate key opposing figures.
Their masks are inspired by Shades, which have bonded with select members, inducing genetic mutations such as darkened skin pigmentation and oni-like horn formations. Members typically wear formal black-and-white attire, wielding weapons that are biologically and mechanically integrated with their own bodies, reinforcing their identity as living extensions of their armament.
